Andover Neighborhood Association Inc, also known as Andover Hill, comprises the areas south of Todds Rd, approximately one half to one mile east of Man O' War Boulevard. The Association is governed by a 9 member Board of Directors.

Andover Hill was developed by Lochmere Development Corporation. The association, along with the responsibility for maintaining common areas, was transferred from the developer to the homeowners in 1995. The annual association fee covers the cost of maintaining the common areas.

The common areas include the medians at the intersections of Andover Village Dr and Todds Rd and at Gingermill Ln and Forest Hill Dr, as well as the shoulder area along Todds Rd just west of Andover Village Dr, entrances and various stone structures throughout the neighborhood. In 2018, the Association purchased portions of the former Andover Golf and Country Club property, which it now maintains as part of the common area.
